10:00 am
killed three eight year old boy among the. america's multibillion dollar web of domestic security comes into question after the boston marathon bombings that story coming up from new york. a razor thin election victory sparks anger in venezuela after almost half of the nation votes against the late heir apparent to chavez but nicolas maduro still wins the presidency. and the defiance of hunger strikers in guantanamo bay grows the u.s. saying forty five and now starving themselves lawyers insist though it's more than three times that number. a very warm welcome to you from all of us here at the mosque over rule research
10:01 am
showing the police and the f.b.i. have been searching a flat and questioning people as a trying to find out who was behind the twin blasts which rocked the boston marathon three people were killed over one hundred fifty injured by the explosions some having lost their limbs at this point though nobody has claimed responsibility and the police admit there is no suspect for the time being. now joins us live from new york to give us the latest on this here marina good to see you we were just saying that the police and the f.b.i. frankly have no idea who is behind the attack if you got anything there from new york. so far i have what you have local and federal officials do not know so far if this is the mess tick homegrown attack or something with a foreign link to it no suspects have yet been identified no one has been taken into custody authorities believe though that the explosives that were used were small bombs with a simple low velocity explosive mixture not military grade based on the pieces of
10:02 am
metal that were seen flying through the air in the surveillance video investigators say they believe the bombs may have been concealed in a mailbox or a trash can we should point out that when the u.s. invasion into iraq began when that war began rebels fought the u.s. with small non military grade bombs placed in backpacks or along the road to target people so there's quite a parallel in that but in a post nine eleven america and into the wars in iraq and afghanistan there's been a major tightening of security domestically over the course of twelve years we had the patriot act the department of homeland security was created americans now deal with pat downs at airports c.c.t.v. cameras millions of them have been put up all throughout the united states the national defense authorization act has been signed there's face recognition now that law enforcement officials use hundreds of billions have been spent domestically on security trillions on the wars overseas and many are now asking how
10:03 am
with all this logistical technical capability was the u.s. not able not capable to prevent the type of attack that we saw unfold a day ago in boston many are wondering if all the measures that the u.s. has taken overseas and domestically have have benefited citizens in any way many citizens have argued there's been an extreme croce on civil liberties in under the. defense of keeping the homeland safe that's what washington says but at the end of the day we saw this horrific. place take place in boston where as you mentioned at least three have been killed more than one hundred fifty injured it was carnage on the street and it definitely boston definitely ended up looking like a war zone that's been seen in iraq and afghanistan maria you've described some of the heightened security measures that washington implemented in the immediate
10:04 am
aftermath of nine eleven going back to two thousand and one what about now since the boston marathon bombing are we expecting or have you seen i should say heightened security measures being implemented. oh it's quite visible here in new york city there are so many police officers out on the street and national guards in grand central i could even say one of major landmarks in new york but if you go through times square if you go to a public park if you go anywhere throughout manhattan you will see the stepped up presence of law enforcement officials and federal officials that is quite visible every few hours you hear sirens blaring i don't know if that is a connection to the boston marathon bombings but the n.y.p.d. has said that there's an official increase of security that's also been the scene taking place in other major cities throughout the country you see that happening in los angeles where officials there say that there is an increased security presence
10:05 am
in all public transit systems there's bomb sniffing dogs that have been seen out on the street we know that the white house is under what many would call a severe locked out and heavy. police presence around the white house and all through washington d.c. so clearly there is a national reaction here this is called is considered a terrorist attack even though u.s. president barack obama did not use the word terrorism or the word bomb when he addressed the media on monday everybody but the u.s. president is calling this a terrorist attack and there is. heightened level of security in new york city and throughout the country right on through some are important in new york city thank you very much. well over time to me united states heralded an error of heightened security measures some of which were severely criticized by human rights groups. and activists are joining us live here from the u.s. to talk about the possible response good to see you so i thank you very much for
10:06 am
joining us here on araa to you we see in the u.s. a significant step up security of course following nine eleven can we expect a similar measures we were speaking to. ny in new york she was saying we're seeing a big presence on the streets yes i heard that report and i've heard other reports from other cities around the united states there's a huge escalation in security and in fear and in police presence i mean there are there is was a horrific scene in boston these three dead you know don't begin to compare to how many americans die from automobiles cigarettes suicide eating at mcdonald's bad health care the response will be incredibly disproportionate we will see on an intense upsurge in fear and in indian police and military presence on the fortunate thing the best thing we have going for us right now is that they don't know who did it because anything that would be gained from knowing who did it
10:07 am
in terms of preventing that person from acting again or deterring others would be far outweighed by the negative effects we always we always make everything far worse when we know who did it is specially if it was someone foreign then then trying to investigate the causes that that made it more likely becomes equated with supporting the crime and the crime becomes equated with an act of war is so right now my hope is that they don't figure it out well i mean you say you know what than to figure it out a certainly the f.b.i. and the police right now are saying they have no clear suspects in mind for the meantime but you know it's been about a dozen years now since nine eleven though it seems increase of violence all up and down across the united states all teams more important saying you know over a million c.c.t.v. cameras are being put up how is it possible that that an attack like this can actually happen in boston that would have c.c.t.v. cameras and security lining the streets. well i've never been involved in attempting to plan such an attack but i imagine it's not that difficult technically
10:08 am
speaking there are publically available recipes for making bombs it is entirely possible to conceal obama in a backpack or some other device that a camera can't see through this illusion that technology is going to save us that filling our skies with drones and covering our buildings with surveillance cameras and treating every airport airline passenger as a potential terrorist is going to save us is is an incredible delusion i mean that the causes that are possible here range from incredible inequality in our society the promotion of violence in our society mental illness anger at our foreign policies but these are all things we can address that can be easily and rationally addressed the idea that we're going to continue on the course we're on in these terms and then save ourselves through technology is an incredibly misguided
10:09 am
delusion it's just not going to happen but perhaps so but perhaps with this double bombing in the boston marathon and with america's continued war on terror around the world perhaps though the global war on terror is justified when you when you see an attack like this in boston. well war is never justified and we have seen a predictable and predicted increase in terrorism throughout the course of the global war on the globe or the global war on terror as they call it you cannot fight a war against a tactic you can not kill people. and eliminate. violence by other people in fact you have just the opposite effect as top u.s. military commanders have confessed you are creating more enemies then you remove when you blow up people's houses with drones you know the drone warfare and missile strikes have become the new abouta grade torture scandal the greatest
10:10 am
recruiting tool for anti us terrorism now we have no idea i have no notion of whether this attack in boston was came from abroad or who is responsible and i e you know i mean the best possible reaction is going to be if this was a white male middle class lone attacker because then you might see a little bit of interest in what possibly led to it without equating that with supporting it. but you know if the idea that if it came from abroad you are then justified in going and bombing some country is going to make everything dramatically worse and that's what i'm hoping and hoping against right now they grab the saudi man based on appearances and suspected him and i have no idea if he was connected or not but you know we already had an attack on nine eleven primarily by a bunch of saudi men and we went and destroyed iraq and are still bombing afghanistan
10:11 am
today that that is what we need to avoid in this moment of antiwar activists that david swanson are joining us live here in on say a great pleasure i thank you so much indeed for joining us on the program today yes thank you. live from moscow this is r.t. and this news just in for people of reportedly being killed during post-election protests in venezuela it follows the closest vote in almost half a century which saw the later his chosen successor elected as president but there is anger because nearly half the population doesn't want nicolas maduro as its leader artie's tester australia is gauging the mood in the capital caracas. well as the opposition is staunchly contesting the results of the presidential election the supporters of in the get up the mess had come out to destroy some of the mother of who they were protesting against the results claiming that they're not ready to
10:12 am
accept just as a ticket to be there says that he's not going to accept the results unless there is a recount as far as the protest requests are you saw incidents of a stone throwing at the police and the use of tear gas and there may be more protest planned as opposition is calling for their supporters to go out into the streets and make a lot of noise and put pressure on having the count and that audit actually don this is going to prove to be very difficult for me going to smuggle starting off a presidency the fact that there was such a narrow margin this just shows you that he's starting this presidency off with a very weak mandate you have essentially almost half of the electorate who who who is not for him and therefore he has a lot of challenges to face not least of which is filling the shoes of hugo chavez and he doesn't have that charisma to calm people down when it comes to addressing the pressing problems he also has that issue of trying to keep the government in line on the same page moving forward and one other thing we know that historically support of the military is very very essential here that as well as chavez was himself a military man which model does not house so this is for him to prove his ability to essentially get everybody on the same page is going to be proving it's going to
10:13 am
prove to be a very very difficult task as far as the people are concerned i mean granted that during his time poverty levels had gone down there was more equality but the pressing problems of crime food shortages and medicine shortages the people don't have as much patience as they did when this was in place. reporting that the venezuelan government has defended the results giving the six year meanwhile washington is urging for an audit of ballots claiming it's a necessary step given the tightness of the vote however independent election observer dr julia buxton says there were no indications the vote was rigged. it was fair it was transparent this is a fully automated voting process and obviously this is a very very narrow victory for him adorable really to call into question the capacity in the technical feasibility of the voting system i think is very very unfortunate my immediate concern now is that if the united states does not recognize the election process here in the picture of moderate this is going to once again put venezuela and the united states on
10:14 am
a very very strong bilateral clash is going to be even more problems going forward in that relationship spain i believe has come out and said that it's not had to recognise the picture at the moment again i think it's very unfortunate in some way responsible for these countries to be financing so soon and we really need to see the audit of this phase in crisis before we should be making such diplomatic declarations. so what is next we're going to venezuela you can make your own forecast on our web site right now on t.v. dot com let's see how you're voting for up to fifty four percent of all voters now they're predicting a u.s. backed attempts to topple the showpiece the government could be around the corner and more political chaos as well as just over twenty percent now they're believing that my daughter will manage to see through chavez is a socialist program fourteen percent pretty pessimistic coming in a distant third saying that economic stagnation will continue and then down to the bare minimum saying well you know not percent of all voters social unrest will continue and riots over the results of what will happen following them adieu to
10:15 am
a victory you can still call to vote. call well still to come here on the program a breaking of broadcasting rules u.k.'s house of lords says television users should no longer have to be impartial we found out why in a minute. on the number of guantanamo hunger strikers grows not even pledges to shut the notorious prison and prevent state department officials from getting a grilling a lot more on that in just a few months so. we'll
10:16 am
deal with the. science technology innovation all the lives developments from around russia we've got this huge you're covered. from the international landlords in the very heart of moscow. this is all to live from moscow a very quick update now on our top story before we move on of the number of people
10:17 am
injured by those twin blasts of the boston marathon is now at one hundred and seventy six that's according to police seventeen of those are said to be in a critical condition we'll be updating you with all the latest stats on this as soon as we get them. for now the u.s. military has confirmed more detainees at guantanamo bay prison have joined a hunger strike officially the number now stands at forty five the lawyers say the figure is much higher thirteen of the captives are reportedly being force fed to prevent them from starving as security guards fired non-lethal rounds at detainees over the weekend and several resisted being put into a single cell and on monday a federal judge declined to take action on behalf of one striking prisoner his attorneys said his life was in danger because of a lack of clean water and proper medical treatment officials in washington say there's still the commitment to shutting the camp despite legal hurdles and no plan for where to put the detainees at the u.s. state department's patrick offend trail was grilled on the issue. but we still have
10:18 am
staff will continue to work on this account is it not the administration's position that you're that it's completely have been made to be hamstrung by congress in trying to relocate these people so we essentially you legal right i think i did i said no i know but so why didn't i express in overconsuming of wasting their time on this if it can't be done legally again the president's commitment to closing it continues and so while we have closed a special i was office we do have staff to continue to explore but why do they need to explore if they can if they can't be done if it can't be done without changing the law i mean are they working on it by trying to convince lawmakers to lift some of the restrictions let me check in with our legal advisor staff overnight see if we can get your update if there are specific cases that we are able to work on given the restrictions on job it was far as i you know i mean at least from this podium it was from this room over the last thing that the last progress there was on this was you denying the russians permission to see the russian t.v.
10:19 am
. again so i just unclear to me i have it exactly the staff is working on if it's illegal to transfer them under the law let me check with our experts on this matter and see if i can get back if there are specific cases. and well you can find out how the guantanamo bay hunger strike has been unfolding on our website we've been following it since it first became public and we've got all sorts of messages from detainees or the lawyers activists and experts as well as a videos shot from the facility all of that a click away at r.t. dot com. twenty minutes past the hour here in moscow where u.k. broadcasters never tire of boasting about their fairness which is guaranteed by regulations which demand impartiality however some influential voices believe that concept is outdated in the digital age and they want the rules scrapped artie's police reports. the way that newspapers and news channels are regulated in the u.k. is stossel any different so newspapers and online news portals they still regulate
10:20 am
themselves that means that they can be as politically biased as they please the example being the guardian on the left in the u.k. or the london times on the right but for news channels it's a whole different story they're legally bound by often to be impartial and if they're deemed not to be they can be fined or even have their license revoked but in a day and age when the media is converging and news portals are looking more like television channels and television channels have their own websites is this regulation surely distinction fair and does it make sense well the lords communication committee have come out with a report recommending that the government removes the impartiality rules from known public broadcasting i'm joined by lord richard inglewood who's the chairman of the lords communication committee to talk about this so if the way that the industry is regulated right now is an outdated media and you're saying news web sites that more
10:21 am
and more like t.v. channel that the channels have their news websites it's all converged is that impartiality force or for us to compete york city tonight not entirely no we firmly advocate that the public service broadcasters in this country should be just to the exactly the same way as they do not they provide the benchmark the measure of impartiality how achievable is impartiality i know that right now there is the impartiality clause but nevertheless we have perceived biases from all these channels that exist right now doesn't partiality exist at all well it's a very slippery concepts you quite right to say but one of the advantages of a plural media landscape is that different people will approach the question of impartiality from slightly different perspectives i don't think you can say impartiality means that there is one way of doing it which is the only. way but what impartiality does do is cut out the kind of political proselytizing that you're quite right in saying you'll find in quite

a number of newspapers and in certain news providers from outside our jurisdiction if commercial us does get that free rein to do what they like what about barbara well i mean the crucial point here is that in a world where i pay t.v. is going to be the norm but relatively soon all this stuff is going to be streamed into into into people's houses if they want to watch it and that's the big question is will people want to watch it there are some very basic rules that surround that very very basic and shows the matter is that's what the future's going to look like so it's all very well us being very pious here but the short answer is it's not going to stop it already you can get stuff off the internet from these other countries providing with extremely partial news thank you very much for coming well thank you very much for taking part in greece has a lot of lady rescue loan to buy reaching a deal with this international lenders it only went through after inspectors from the e.u. and i.m.f. completed the check on how athens is meeting the targets of the bell out of the way

to the next to a tranche of financial aid worth eight point eight billion euros it's clear that the government will have to slash some four thousand public sector jobs by the end of this year to get all through unemployment has spiraled to around twenty seven percent in greece which is certainly struggling to get out of the deep recession for a six year now. workers from the country's crippled industrial sector. cobwebs outside rain falls on the still and silent bits attack as plastic piping factory confess lawmaking more than grease inside the machines have been unused since banks stopped investing and the owner of the oldest parts attack has fled in two thousand and ten one of his workers also be or close did meet the just one softer that he and ninety five other staff owed seven million euro zone wages and a total look at the aftershock talk i had to force myself to leave so i wouldn't

perk up in the workers see that they are being made to bear the cost of greece's economic woes this is that the story and of course the. pain is. very unequal across industrial northern greece the story is repeated this fertilizer factory used to be a center of northern greek industry nowadays though by economics they're all foul it's a ghost factory and the only fertilizer coming in here is imported from elsewhere in europe it produced specialised fertilizers until one day the workers were cool together i'm told by the owners that the know how for their products had been sold off and that operations will be stopped they are all. it's criminal very profitable industry will shut down an industry that produced high quality material and. workers now see the cruel irony that since the factories closing fertilizer prices have tripled but it's a wider fear that one skilled workforce is

of chechnya in our special. oh no who lazy bureaucratic and trivial censorship strikes again but this time in russia a bill has been signed into law that will put fines on individuals and legal and to these for using vulgar already in the media one major flaw of many with this is that they really don't know which words are going to be considered vulgar i guess these words are so awful that they cannot even write them down i'm not naïve there has always been and will always be censorship but this where word list is just silly there is a common expression on the russian internet that russian mainstream media could

exploit more and i is ation of society russian t.v. does have all the bloody violent action movies as well as scandalous talk shows which are kind of more like freak shows and plenty of reality t.v. where young people pretty much act like a. subhuman animals in a cage they've got all that so the government is basically saying that if some guy on t.v. because there are twenty people blooded limbs flying that that is totally ok for television unless they come out for bid swear while doing it you can show brainless materialistic dimwits sleeping and fighting with everything that moves on a reality show but if they say that one magic three letter russian word then it is over the line this is not a logical way to conduct censorship but that's just my opinion.
